(STVR, 'Sobotne dialogy', 21 February)
The coalition party Smer-SD is prepared to support extending terms for mayors and local councils from four to five years, House vice-chair Tibor Gaspar (Smer-SD) said on STVR's politics programme 'Sobotne dialogy' (Saturday Dialogues).
MP Martina Bajo Holeckova (Freedom and Solidarity), also on the show, warned that the proposal comes shortly before elections and that such a significant change requires a thorough debate.
"We are discussing it in Smer. I personally like this change," Gaspar said regarding the proposal to extend the local election cycles, promoted by Voice-SD. He believes that, for example, mayors who want to fully implement their programmes and promises need more than four years.
"This change needs to be made in such a way that it's clear in advance before elections, so that candidates can seek citizens' trust already under these new rules. I think we are ready to support this change if it gains a constitutional majority," Gaspar added.
According to Bajo Holeckova, Freedom and Solidarity is not considering support, as they have not seen the specific proposal yet. "Systemic changes like these require a proper discussion. I am not convinced that, so close to elections, a truly high-quality debate can take place," she said.
Gaspar also said Prime Minister Robert Fico (Smer-SD) is not considering a post on the Constitutional Court. "Given his political and personal maturity, it is best at this time that he remains prime minister," he said, adding that he expects Fico to complete his mandate.
On whether Fico will seek a position on the Constitutional Court, Gaspar replied: "His smile gives a clear answer — he is not considering such a thing."
Gaspar also reiterated that he has no ambition to lead Smer-SD, saying such a role requires a younger person who can remain "at the helm" longer. He said he wants to help prepare someone for that future position.
Gaspar does not expect a merger between Smer-SD and Voice-SD to take place. "I rather expect them to defend their own brand," Gaspar said, adding that Voice-SD still tends to position itself in opposition to Smer-SD.
