Creditors Will Be Given Over €338 mn after First Stage of Debt Settlement

Bratislava, July 21 (TASR) - After the first stage of the hospital debt settlement, more than €338 million will be sent to hospital creditors, including suppliers, state-run social insurer Socialna poistovna and creditors of the National Transfusion Service (NTS), TASR learnt from spokesperson for the Health Ministry Zuzana Eliasova. The claims are being settled in two forms - through a so-called fixed discount agreement and via an e-auction. In the first stage of the electronic auction, financial claims of creditors in the principal amount of €93.2 million were settled, said Eliasova, with the fixed discount sum amounting to €19.4 million. According to the spokesperson, the amount saved in the auction amounts to more than €2.5 million. "The Health Ministry is currently preparing the second stage, which starts after the approval of the hospitals' recovery plans, the deadline for delivery is August 15, 2018. The plans will be evaluated then," said Eliasova. All Slovak healthcare facilities have had an opportunity to join the debt settlement process, but only 29 of them have used it. A maximum of €585 million from state assets will be used to settle hospitals' debts. The state is planning three stages of the debt settlement. It will be voluntary, and older debts will be paid off first. In the first round, hospitals do not have to meet recovery plans yet. However, they have to meet them in the second stage, which should be carried out this year. The state has projected the third stage for 2019. Hospitals that join the debt settlement plan will have to observe several obligations, including meeting the recovery plan and setting up supervisory bodies. Hospitals owe the highest sums to special medical material suppliers and to the social insurance company Socialna poistovna. While suppliers have described the concept of hospital debt settlement as discriminatory and have turned to the Constitutional Court, the Health Ministry views it as correct and fair. am
